Thailand fights resolutely against cybercrime – measures announced!

On October 27, 2025, the Thai Criminal Investigation Department held a notable meeting to discuss measures to combat cybercrime. In attendance were high-profile representatives, including Minister of Digital Economy and Society Chaiyachon Chidchob, as well as senior police officers such as Pol. Gen. Jiraphop Phuridej and Pol. Gen. Surapol Prembutr. However, at a time when cybercrime requires both national and international attention, Chaiyachon clearly highlights the importance of this issue and emphasizes that Thailand is actively involved in combating this threat.

In a particularly significant development, Thailand has signed the UN Convention against Cybercrime, which is already supported by 68 countries and the EU. This convention, adopted in August 2024, promotes international cooperation to prevent and prosecute crimes related to information and communication technologies. These include, but are not limited to, identity theft and the distribution of malicious software. With this step, Thailand reaffirms its commitment to combating such illegal activities and strengthening national and global security levels.

Cross-border crime and international cooperation

Pole. Gen. Jiraphop said that Thai police will mobilize all available resources to specifically target scam networks. He makes it clear that Thailand acts as a transit country for criminal activities, which makes the situation a little more complicated. Call center gangs have reportedly become established in Thailand, although the scale of their activity is significantly lower compared to neighboring countries such as Cambodia.

The Directors General of Police also pointed out that SIM box devices linked to internet services from neighboring countries are a key problem. These devices have facilitated the functioning of the fraud networks and the arrest of Chinese nationals living in Thailand under false names is in many cases the consequence of these operations. Chaiyachon announced a meeting to regulate the import of SIM boxes to further limit the influence of these illegal businesses.

Thai police have asked Cambodia for assistance to better track IP addresses and financial structures. In this matter, both sides emphasized the need for close cooperation. Sihasak, a representative of Cambodia, expressed optimism about his country's willingness to cooperate. The talks will focus not only on cybercrime, but also on improving relations between Thailand and Cambodia, addressing issues such as border tensions and combating transnational crime, among others.

The challenges and opportunities of cybercrime

The Thai police are carefully monitoring developments. Jiraphop noted that this could represent a “final frontier” for Thailand if the legislative and practical response is not effective enough to curb the growth of these networks. A new policy will also be introduced banning individuals from owning more than five SIM cards to further limit the spread of fraudulent activity.

Overall, Thailand faces a significant challenge in combating cybercrime, particularly due to the increasing complexity and international nature of such crimes. However, with the new UN agreement as its backbone, Thailand has the opportunity to make a real impact together with its neighbors and international partners to sustainably improve cybersecurity in the region. The commitment of all parties involved will be crucial to ensuring high standards in international data exchange while respecting and protecting human rights.
