On November 10, 2025, Narin Suphajee, Minister of Commerce, announced the first meeting of a new committee that will address key issues related to national security and trade. This committee consists of representatives from 13 agencies responsible for security, foreign affairs and practical implementation. In addition to the constant exchange on the government side, this is also intended to build a bridge to the private sector.
The committee recently approved a licensing measure for the export and re-importation of dual-use items (DUI). The aim of this measure is to introduce strict and transparent controls to maintain the balance between security precautions and trade facilitation. From the beginning of 2026, these regulations will initially apply to nuclear materials, heavy machinery and technical devices that can potentially be used to produce weapons of mass destruction.
From security controls to trade incentives
Particular attention will be paid to creating a system that facilitates the control of goods while benefiting the private sector. In the future, it will be possible for certain items to be given the exception code “EXEMPT99” for faster customs clearance. In addition to the nuclear goods already mentioned, the committee plans in a second phase to expand licensing for items in the areas of navigation, aviation electronics and maritime equipment.
A national checklist will be established to be reviewed every five years to reflect global customs standards and technological changes. These measures are in line with the national law on the control of items related to the proliferation of weapons of mass destruction, adopted in 2019, and UN Security Council resolutions.
Commitment to international standards
With these licensing measures, Thailand aims to demonstrate its commitment to international obligations and increase the trust of trading partners and foreign investors. The Ministry of Commerce also plans to promote awareness of these new regulations among companies and work closely with relevant authorities such as customs to coordinate legal requirements and processes.
