Bangkok is enacting sweeping new measures to control vehicle exhaust emissions. From November 1, 2023, a new limit for the visibility of exhaust gases will apply: a maximum of 20% instead of the previous 30%. Bangkok Governor Chatchart Sitthiphan launched these measures to combat worrying levels of PM 2.5 fine particulate matter, which are significantly affecting air quality in the city. A review of 900 vehicles found 21 were not compliant with the new standards. However, during the inspection operation, all 11 Bangkok Mass Transit Authority (BMTA) buses were assessed as compliant.
The main causes of the PM 2.5 problem in Bangkok are poor air circulation in winter, incomplete combustion of diesel vehicles and biomass burning in the area. In this regard, the BMTA has already initiated plans to gradually replace older buses with electric vehicles (EVs), which is an encouraging turnaround.

According to Governor Chatchart, the PM 2.5 problem could peak in January 2026. To address this challenge, the governor is proposing to shorten the timeframe for fixing emissions problems from the current 30 days to just 3 days. This measure is intended to ensure that vehicles are converted to the new standards in a timely manner in order to improve air quality.
Another issue is vehicles with yellow license plates. These cannot be directly controlled by the city administration, which complicates the situation. Cooperation with the police is necessary here to ensure effective controls.
